The Cat-O-Ninetails was a whip used to administer corporal punishment to Royal Navy Sailors. It was kept in a canvas bag, and sailors never wanted to deal with “Letting the cat out of the bag”. You also needed clear room on deck to use it, hence “Enough room to swing a cat”
